I did speak to the head of the health department at gosford council and all he said was, that if the dogs had food and shelter, that was the extent of their responsibility.

When my friend paid for the dog the woman at the counter told her that it must be very tough because nearly all the small dogs die of disease within a week or two, in fact she was quite amazed that this one had survived. My friend took the dog to her vet who found that it was severely dehydrated, malnourished and had recently inflicted within the last two weeks nips and bites to its legs and a bite clean through one ear. The only protection from the freezing cold of the concrete floor was a small wooden board just large enough for one dog.

The dogs in each cage are fed together so that small and timid dogs may get very little, if any, food. Many dogs would be completely unused to this system and unable to work it out, especially if they are frightened and unable to get near the spout because of other dogs. Also these spouts can become blocked and the dogs could become very dehydrated before the pound keepers became aware of it. These conditions may go a long way towards explaining why nearly all the small dogs at this pound die within two weeks.

Malnutrition, dehydration and freezing would weaken them so much that they become susceptible to diseases such as kennel cough and parvo virus. The fact they are only open two hours a day may partly explain this, but i also know that people hate going there because it is so depressing. Some basic animal care and management would be all that is required to see that animals including 5 week old pups held at the pound did not suffer their holding time but existed for that week and in some cases two weeks happily. Simply the staff having no empathy for the animals in their care and control need to be able to show compassion to animals living out their last week.
