One the other hand, if the policy of the newspaper is to promote the welfare of the people, it could do a lot of good. For example, it could exercise its influence to persuade the government of a country to do many things for the benefit of the people. Everywhere there is a keen desire to learn more and more about the affairs of the world. This is partly the result of the spread of education which sharpens ones curiosity to learn about distant lands.
